I would reply that the Eastern Colonies are not
interested in the matter either as segazda-the-

production of raw opium or the manufacture of cocaine
and morphine, and the non-acceptance of the Convention
by certain countries does not affect them except in
so far as it diminishes the protection from the 1111-
olt importation of drugs. On the other hand it is of
the greatest importance to them that the importation
of drugs should be regulated as far as possible, and
from this point of view the S. of S. must press
for the ratification of the Convention even though
its effect is impaired by the non-acceptance of
certain countries.

I do not think we can have an, objection in the matter. New Zealand, Newfoundland and Canada have agreed to the Convention, and Australia has not made up its mind but it wants to agree, while South Africa won't agree. No doubt any decision that is come to will not be binding on any of the Dominions unless they approve but we might make this clear in writing to the Foreign Office.
